Definition Person or group of people who have a stake, or share, in a business or in a public-policy issue or decision. Remark
This stake may be a financial interest, or it may be something broader or more abstract, such as the interest of the residents of a city in the preservation of historic buildings in that city.

For example, at the second session of the United Nations Forum on Forests (March 2002) the five key stakeholders were to be (1) forest-related non-governmental organizations; (2) indigenous peoples; (3) scientific and technological communities working in forest-related fields; (4) business and industry related to forests; and (5) forest owners.

The report entitled Ecosystems and Human Well-being: A Framework for Assessment, defines the term as an actor having a stake or interest in a physical resource, ecosystem service, institution, or social system, or someone who is or may be affected by a public policy.

The term is also used in the law and in gambling contexts to refer to a third person, chosen by two or more persons, to keep in deposit property or money, the right or possession of which is contested between them and which is to be delivered to the one who shall establish his right to it. The duties of such a stakeholder are to deliver the property or money to the person entitled to it on demand. Thus, in gambling, a person may be entrusted with the "stakes" of bettors.
