Description The European Institute for Crime Prevention and Control, affiliated with the United Nations, is the European link in the network of institutes operating within the framework of the United Nations crime prevention and criminal justice programme. Remark
HEUNI was established through an Agreement between the United Nations and the Government of Finland, signed on 23 December 1981. HEUNI is based in Helsinki, Finland.

It was formerly called Helsinki Institute for Crime Prevention and Control (hence acronym).

Please Note:

(1) The self-chosen acronym HEUNI notwithstanding, the institute is not part of the UN system, and, to be scrupulously official, instead of the acronym a short reference -- such as "the Institute" -- would be used. See African Institute for the Prevention of Crime and the Treatment of Offenders for a lengthier discussion of the issue here.

(2) The counsel of Note 1 supersedes a memo of 20 February 1992 from Kwame Opoku, Senior Legal Liaison Officer, which states: "After consultation with the Office of Legal Affairs, Headquarters, I wish to inform you that it would be inappropriate to amend the title of the Helsinki Institute to include the words 'United Nations'", as had been proposed. Further along, the memo states: "The avoidance of the use of the words 'United Nations' in the title of the Institutes [i.e., HEUNI, UNAFRI, UNAFEI, ILANUD] is due to the fact that these Institutes cannot be considered as subsidiary organs of the United Nations because of their legal status under national legislation and the corresponding lack of significant control by the United Nations over their activities and operations."
