  • League of Nations title
    Source: GA/11/RES.1059, p. 30;
Description Forerunner of the United Nations established in 1919 under the Treaty of Versailles "to promote international cooperation and to achieve peace and security". Remark
The International Labour Organization (ILO) was also created under the Treaty of Versailles as an affiliated agency of the League. The League of Nations ceased its activities after failing to prevent the Second World War.

Retained the great power executive committee status of the Concert of Europe, granting permanent executive-committee status to five of the major Powers, the rest of the committee being composed of other members in rotation. At the same time, used the egalitarian universality of the Hague Peace Conferences, with an Assembly that granted equal voting rights to all League members. In addition, a permanent Secretariat was established and regular meetings (instead of special conferences, as in earlier international arrangements) were held. The US never ratified the League treaty, and its permanent seat was left unoccupied throughout the life of the League. The League's rules of consensus gave every member a veto, which deadlocked the organization when one of the permanent members, Japan, invaded Manchuria and another, Italy, invaded Ethiopia.
