The term is used especially to refer to a government, governmental body, or governmental (e.g., judicial) official.

As defined in the Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules): one who presides over courts or tribunals (composed of a single judge or of several members), including professional and lay magistrates as well as administrative boards (for example the Scottish and Scandinavian systems) or other more informal community and conflict-resolution agencies of an adjudicatory nature.

The EU definition is: a national authority or authorities designated by each member State to implement legislation.
