It forsees raising technologically lagging institutions in developing countr ies to the level of their more advanced trading partners. It is based on internationally accepted customs and practices resulting from the simplification of formalities and procedures, the standardization of physical facilities and means, and the harmonization of applicable trade and transport laws and regulations.
